Mr. Chairman. I appreciate the gentleman yielding. I think the impression left is that somehow we are expanding the total program. that the Danielson amendment would expand it for 5 years. I do not think that is the intent. that is. for new refugees that it would continue to be 4 years. What we are really dealing with is the refugees that came in 1976 and 1977. The justification for adding on the extra year. I guess in this instance. would be that it is true that there was kind of a stopgap program. It was not a certain program.
