It involves language training. but I think we can honestly say that it should be a job that is done in 4 years. It does not need 5 years. I think that is the basic issue. that it would be far more harmful to the United States if we allowed a refugee class of welfare recipients to develop. I think it is very serious that the particular needs of these people. particularly those coming from a war ravaged background after years of indolence in stinking camps in countries of first asylum. are met and dealt with. I have specified these as health. as education. language training. and job skills development.
