Mr. Chairman. I just want to conclude by pointing out what I think we are talking about is how we treat these early refugees that came to this country. Many of them were coming from a certain environment. They were given special preference to come here because of their efforts to assist us in the Vietnam conflict. such as the Hmong people that have settled. for instance. in the district and the area of Minnesota that I am privileged to represent. I want to point out to the gentleman that they had. for instance. in the case of these people. no written language and very difficult problems.
