Session #94 · 1975–77

Speech #940043521

As I see it. aid given without strings would simply support whatever government exists in Saigon. It seems to me that our policy ought to be one of using whatever levers we can to promote the formation of a coalition government. The administration estimates that about 1 million Vietnamese have been made refugees in the latest offensive. But. according to newspaper reports. there are probably a similar number of refugees in that part of the country controlled by the PRG. They too need help. yet since this bill channels all of our aid through the South Vietnamese Government. these people will receive no assistance. The only decent alternative is to give humanitarian aid through the United Nations and private voluntary groups acceptable to either side.
