Make no mistake about it. the purpose of this bill. as I see it. is as much to give the President authority to evacuate nonAmericans as It is to provide humanitarian aid. The President already has the authority to evacuate Americans in any kind of situation whatever. He even. in fact. has authority. I believe. under the Migration and Refugee Assistance Act of 1962. to evacuate nonAmericans. He does not have theauthority to take out nonAmericans where U.S. troops will have to be fired upon. That is the reason I think this bill is before us. to give the President that authority.
