I do not believe that one can define the specific amounts that may be needed for humanitarian assistance with the problem of continuing instability. continued fighting. and increasing number of refugees. There are some 1 million refugees there now. There is also the possibility that if things change there rather rapidly. or fold up rapidly. that a great deal of the money authorized In the bill will not be used. because there may not be any way to use the money. I referred to that in my opening statement.
