If the President can take Americans out of Cambodia without additional authority why cannot he do it in the case of Vietnam? What we are left with is the notion that the Presidents resolution is needed only to evacuate South Vietnamese. But even that is not entirely clear. On April 3 the President ordered the U.S. Navy to assist in the evacuation of Vietnamese refugees from Danang. The Navyamphibious task group 768 with 12 hellcopters and approximately 700 marinesentered South Vietnamese territorial waters and helped transport Vietnamese from Danang to safer areas further south in Vietnam. The President. following the procedures of the War Powers Act. announced this decision to Congress In a letter dated April 4.
