Such is the bill before us today. This measure. H.R. 14449. is a direct congressional response to the demands and wishes of State and local governments and agencies throughout the country. The bill continues programs that are currently authorized under the Economic Opportunity Act of 1964. as amended. The majority of programs. with the exception of the migrant programs and the Community Economic Development program. are transferred from the Office of Economic Opportunity to the Department of Health. Education. and Welfare. Perhaps the most widely publicized of the programs to be continued under this new measure is the Community Action program under title I.
