Both of these authorities are implicitly contained in the Economic Opportunity Act but with its repeal the administration felt it necessary to authorize the continuation of these programs. The Secretary of Commerce is authorized to conduct a program known as community economic development. This was formerly title VII of the Economic Opportunity Act. The programs operated under part B of title III of the Economic Opportunity Act dealing with assistance to migrant workers and their families have been transferred to the Department of Labor. It is anticipated that this authority will be used to expand the national programs of the Department dealing with migrant labor.
