The bill provides for a 3year continuation of programs first created under the Economic Opportunity Act of 1964. some of which have already been transferred to oldline agencies administratively. Headstart. FollowThrough. Native Americans. Comprehensive Health Services. and the Human Services Policy Research program have already been transferred to and are now administered by HEW. The migrant programs under part B of title II have already been merged into the Department of Labor and the Community Economic Development program is to be included within the Department of Commerce. The remaining programs would also be transferred to HEW but as part of a new Community Action Administration. Its director would be appointed by the President and confirmed by the Senate. and he would be responsible directly to the Secretary.
