This despite the international presence of the United Nations High Commissioner for Refugees and the International Red Cross. and the appeals of many humanitarian organizations for American support in securing the juntas full cooperation in the humane treatment and relief of political prisoners. in the stay of executions among those convicted. in the granting of safe conduct to all refugees. and in the general lifting of repression and press censorship throughout the country. Given Chiles long history of freedom and constitutional governmentand our own claim to world leadership in this causethe least our country should do is to support the appeals of these international organizations and expeditiously grant asylum to bonaflde refugees.
