President. in line with the language of the foreign assistance authorization. I would hope we would see a sharp reversal in American policy toward the Chilean junta. The President should condition any U.S. military or general economic assistance on the juntas respect for human rights and progress in the resortation of constitutional government. We should respond to legitimate appeals for humanitarian aid. including a pending request from the Red Cross for emergency relief and medical supplies. but all general aid should be made conditional to the juntas response to the appeals of the Red Cross and the U.N. High Commissioner for Refugees. Mr. President.
