Mr. President. last October 18 I wrote to Secretary of State Henry A. Kissinger to inquire as to our Governments policy toward Chile. and our view of the continuing problems of political refugees and human rights violations. Last week I received a reply. which I would like to share with my Senate colleagues. because I believe it raises troubling questions about American policy toward Chile. More than 4 months after the violent overthrow of the Allende government. the military Junta in Chile apparently continues its gross violations of human rights. Reports in many quarters. including our Government as well as the most respected international humanitarian organizations. suggest continued repression. the denial of safe conduct passes for many political refugees. new waves of arrests. the torture of prisoners. and executions at an alarming rate.
