Mr. President. what I would hope would be the language is: Whereas the fundamental principles of human rights and human freedom will always exceed national boundaries. Whereas thousands of Soviet Jewish emigrants have been permitted to use Austrian soil as a temporary haven on their way to Israel. Whereas Austrian transit facilities represent a humane and decent form of assistance to an oppressed people. Now. therefore. be it Resolved by the Senate and House of Representatives of the United States of America assembled. (1) that the closing of the Austrian transit facilities represents a severe blow to human rights. (2) that the Congress urges the Austrian government to reverse its actions taken as a result of terrorist blackmail and threats. (3) that the Congress requests the President to approach the Austrian government and urge that its decision be reversed in the name of human freedom.
