If there is. we should repair it or change it. Surely we have the right. as other countries have. to express concern. Many a country has expressed concern about our actions. and rightly so. All we are doing here is simply saying in substance that we look with concern. with worry. and with regret upon actions that have taken place that could inhibit the flow of emigrants from the Soviet Union into the State of Israel under these terms. We hope that the friendly Government of Austria. which is a very decent Government. would see fit to reconsider its action and reverse it. That is the whole purpose.
