Mr. Speaker. as stated by the distinguished gentleman from Texas . House Resolution 1055 does provide a 1hour open rule for the consideration of H.R. 440. customs and immigration inspectors early retirement. The alleged purpose of H.R. 440 is to give customs and immigration inspectors the same preferential treatment already provided for Federal law enforcement personnel under the hazardous duty provisions of the civil service retirement law. This bill would authorize retirement at full annuity at age 50 after 20 years of service for about 5.000 customs and Immigration inspectors. This bill would also provide a more liberal formula for computing the annuities of these employees. With regard to cost. it is estimated that this bill would increase the unfunded liability of the Civil Service retirement and disability fund by approximately $51.400.000.
