I want to commend the chairman of the subcommittee. Mr. Rosenthal. for his tireless efforts on behalf of the oppressed Soviet Jews. and for bringing this important resolution to the floor. This Nation was founded and populated by the religious refugees of an earlier time. and we should not forget our heritage nowespecially when so much is at stake for the Jewish people of the Soviet Union. The resolution before us would call upon the President to do four things: First. Call upon the Soviet Government to permit the free expression of ideas and the exercise of religion by all its citizens in accordance with the Soviet Constitution.
