Second. Utilize formal and informal contacts with Soviet officials in an effort to secure an end to discrimination against religious minorities. Third. Request of the Soviet Government that it permits its citizens the right to emigrate from the Soviet Union to the countries of their choice. as affirmed by the United Nation Declaration of Human Rights. and Fourth. Raise in the General Assembly of the United Nations the issue of the Soviet Unions transgression of the Declaration of Human Rights. particularly against Soviet Jews and other minorities. During the past several years. I have been privileged to cosponsor a number of bills and resolutions similar to the measure before us today. and I am hopeful that passage of this resolution will help to bring public pressure to bear on behalf of the cause of oppressed Soviet Jews.
