Mr. Speaker. the time has come for this House to publicly express its concern over the plight of Jews in the Soviet Union. who for years have been persecuted. relegated to secondclass citizenship. and denied the right to freely emigrate to the countries of their choice as affirmed in the United Declaration of Human Rights. The legislation before us today. House Concurrent Resolution 471. is an entirely appropriate vehicle to express this concern. As a cosponsor of the original legislation. I feel it is important to focus attention on the discrimination practiced against the Jewish community in the Soviet Union. and it is entirely proper for our great Nation to do all in her power to rectify the situation as it exists in the Soviet Union today. The fourpronged approach contained In this measurecalling upon the Soviet Government to permit free expression of Ideas and exercise of religion by all citizens. utilizing formal and informal contacts with Soviet officials in an effort to secure an end to discrimination. requesting that the Soviet Government permit its citizens to emigrate freely. and raising in the General Assembly of the United Nations the issue of the Soviet Unions transgressions against the U.N.s Declaration on Human Rightsprovides for a comprehensive method of bringing attention to the problem and laying the groundwork for a solution as well. I believe this measure merits the support of all. and I certainly hope that it receives the overwhelming endorsement of this body today.
