Congress enacted title VII of the Civil Rights Act of 1964. At that time we were breaking new ground in serious legislation dealing not only with the physical or economic welfare of the people of this Nation. but also dealing in an area in which we had trod very slowly and carefully before. People have asked me many times: "You were the son of an immigrant. Your people were at one time discriminated against. Why did not your group as a nationalistic group make the same requests that are being made today by other groups?" I say the difference is this.
