They feel that this will give them the flexibility needed at the local level to "insure coordination and avoid duplication and overlay." Third. the bill retains some of the best existing manpower programs such as OIC. Neighborhood Youth Corps. mainstream. new careers. and others and establishes them as. national programs under the Secretary of Labor. Additional. programs designed speciflcally for Indians. Spanishspeaking migrants. and elderly workers are also provided and will do much to improve employment and training opportunities for workers in these categories. As Senators know. there are many Indian citizens in my State. I have long advocated programs to improve living and working conditions for American Indians and other minority groups.
