We are talking about "must work." not "made work." It makes no sense to leave so much public work undone when so many people are looking for jobs. Public service employment is clearly an idea whose time has come. Another essential feature of this bill is its recognition that certain groups in our societyIndians. migrants. the elderlyrequire special attention to their employment problems. I introduced the section of the bill which dealt with Ameilcan Indians and Alaska Natives. I sought to assure that their staggering employment problems would be met at the national level and no longer swept under a bureaucratic rug.
