It provides that soldiers. sailors. and marines may mail letters free of postage. 11. It makes aliens enlisting in the armed forces eligible for naturalization. Our strategy here was to present Congress with an omnibus bill. hoping that the popular proposals. such as the one on free mail for the armed forces. would win support for the more controversial ones. With the close cooperation of Senator Barkley and Speaker Sam Rayburn. and with the support of Judiciary Committees of both Houses. which had charge of the bill. this important measure passed Congress in record time.
