Mr. Roosevelt and I had been in Washington in 1918 and were familiar with the scandals arising out of the seizure of such properties in World War I. which had as a sequel the imprisonment of the then custodian. The President wished to avoid a repetition of this episode. and also wished to avoid any criticism that his administration would treat harshly aliens who had spent most of their lives in this country but had never been naturalized.
