I feel it is my duty to point out the areas of possibility of abuses of such authority. As I have pointed out before. H.R. 2580 will eliminate the national origin quotas and substitute therefor an overall numerical limitation of 170.000 visa numbers per year for areas outside the Western Hemisphere exclusive of immediate relatives. The allocation of those numbers will be made in accordance with the multitude of preferences set forth in the act. The preferences insofar as they relate to relatives are so designed that if not used by one relative preference group. then they automatically become available to other preference groups.
