I do not apologize for the fact that. as an American. I feel that we should and must give due recognition to the composition of the population of this country in fixing our quotas. That is what the present quota law does and that is why I believe it to be sound and in the best interests. not only of this country. but also of the rest of the world. Mr. President. there are many other provisions in H.R. 2580 which. in my opinion. should be brought to the attention of the Members of this body. because I feel that they are a cause of real concern.
