Furthermore. the bill does not provide any clue as to how the Commission would make such decisions. In the bill. the business of the proposed Commission is not defined. "discrimination" is not defined. "national origin" is not defined. So what would happen? There would be no choice but to leave all such decisions to the discretion of the proposed Commission. which would establish job quotas and plans. What will happen to the poor fellow who cannot find enough competent and qualified people of this particular national origin? Will he be compelled to hire deadwood so that he can meet his quota system? I submit that is precisely what will happen if we adopt this provision.
