"You must hire so many members of this ethnic group. so many members of that ethnic group. and so many members of the other ethnic group" -and so forth and so onin order to achieve what the drafters of the bill would regard as complete balance under a quota system. That could not be done. For example. how could an ethnic determination be made in the case of a man who had a Polish father and a German mother. or in the case of a man who had an AngloSaxon father and a Swedish mother?
