Speech #880201598

In addition. the bill would result in the establishment of the proposed fivemember commission which would prescribe employment quotas. That would be extremely diffcult. I do not think Solomon with all his wisdom could have gone into such communities and determined their ethnic makeup. and then could have said to the employers. "You must hire so many members of this ethnic group. so many members of that ethnic group. and so many members of the other ethnic group" -and so forth and so onin order to achieve what the drafters of the bill would regard as complete balance under a quota system. That could not be done. For example. how could an ethnic determination be made in the case of a man who had a Polish father and a German mother. or in the case of a man who had an AngloSaxon father and a Swedish mother?
Identified stereotypes
Implies that ethnic background is easily determined and that quotas based on ethnicity are impractical and unwise.
