Yes. If we are to pursue this course. let us enact legislation which will provide for a quota system. Then why not go a step further? If an employer must hire a certain percentage of people with certain national origins. let us say to the consumer. "You must patronize business establishments owned by people of various national origins in your community." For example. suppose an ItaloAmerican owns a restaurant. and a GreekAmerican owns a delicatessen. Could we not say to the consumer. "You must take part of your meals in one place. and a part of them in another. and perhaps another part of them in a German restaurant." If we are going to compel people to do this. and if we are going to establish quota systems for hiring people of various national origins. why not go the next step? I know of one Negro citizen who moved north. to Massachusetts. He was greeted warmly.
