End all violation of air and naval space by North American military aircraft and ships. The full statement made by Castro to a group of 79 graduates of a Communistindoctrination course. is as follows: MIAMiCuban Premier Castro praised the U.S. Government early today for halting refugee raids on Cuba and indicated hope that it will accept other Communist terms for peace in the Caribbeanincluding abandonment of the big Guantanamo Naval Base. In an hourand40minute speech broadcast by Havana radio Castro said the U.S. crackdown on the refugees fulfilled one of his "five points for peace." which have been endorsed by the Soviet Union. "The measure adopted by the U.S. Government to restrict the exiles is an action of positive character." Castro said. "It is a step * * * toward reducing the risks of crisis and war. "It can be said that of the five points. we have now achieved one * * * four still have to be fulfilled * * * the only sensible thing the U.S. rulers can do is to * * * cease violations and aggressions against our revolution and our country." Castros five points included a demand that the United States halt Americanbased "counterrevolutionary" attacks on Cuba as well as a demand for abandonment of Guantanamo. In a speech directed specifically to 79 graduates of a Communistindoctrination course. Castro jeered at refugee leaders who are protesting the "soft" U.S. stand. It appears that some concessions toward demand No. 3 are being considered and negotiated. It has been announced publicly that the resumption of the ferry line between Key West and Havana is being "negotiated" with Fidel Castro.
