Is America considering giving in on the other four demands of Castro? For instance. are we considering a second demand for the abandonment of the Guantanamo Naval Base? After - all. the same reasoning used by the New Frontier for the quarantining of the freedom fighting Cuban refugees could be used for giving up Guantanamo. that is. todo so would lessen tensions and the prospects of a crisis. Under what possible policy does the United States. as the freedomloving and powerful leader of the free nations of the world. give aid and comfort to the enemy Communist Cuba to the extent that Castro praises this country for taking a step toward reducing the risks of crisis and war. and giving in -to one of his five demands for peace? It would be well at this point to state in the RECORD what the full five demands were that were made on October 28. -1962. over Havana radio by Castro to the United States. noting particularly that these demands were made after the quarantine had been put into effect. but at a time when our lack of intention to press it to its obvious objectives of onsite inspection or guaranteed. properly supervised. and inspected removal of weapons endangering the security of this hemisphere.
