Donovan. the latter being completely without portfolio or official authority to act in any capacity on behalf of the United States or any trading interest in the United States. This leads to the obvious questionis this the forerunner of acceding to Castros third demandthat of having the U.S. economic blockade lifted and all measures of commercial pressure? For all practical purposes the United States has also acceded to the fourth demand with its quarantine and blockade against the Cuban freedom fighters. by stopping their boats. including Violin III recently. which had aboard some 17 refugees intending to reinfiltrate into Cuba to take up the fight against Castro internally. I think these recent developments should give every American cause to be concerned and evey right to demand to know what our policy is and every reason to be dissatisfied with what events indicate our policy to bethat is--of softness. indecision. and lack of determination to rid the hemisphere of Castros communism and the subversion throughout the Americas that is resulting. I have thus raised the question on this resolution as to my not wanting to rubber stamp such a policy which appears to be implied in the present wording of the resolution in that I unalterably oppose any concessions to Castro. any thought of coexistence. but rather insist upon the restatement and implementation of the Monroe Doctrine meaning to rid this hemisphere of this cancer.
