They helped save many American lives and were the background of the underground resistance which caused a heavy drain on the Axis war machine. Most of these people could not return to their homes after the war. because the Communists had taken over their countries. They turned to America. which I am proud to say offered them the warmth and privilege of her citizenship. Without this amendment. claimants naturalized after World War II. our own fellow citizens. would be deprived of all recourse for their losses. Mr. President. many of those people suffered more grievously than those who were American citizens at the time.
