That in the administration of the Immigration and Nationality Act. as amended. the provisions of Section 352(a) (1) of that Act shall be held to be and to have been inapplicable in the cases of Ernst Fraenkel and his wife. Hanna Fraenkel. naturalized citizens of the United States: Provided. That they return to the United States for permanent residence prior to June 1. 1965.
