I feel that we need to do this. that we need to move affirmatively and constructively forward with a longterm education and technical instruction plan to bring these people to where they can develop their schools. their own leaders. their own progressive economy. and high standard of living. not only for the defense of the United States and the Pacific area. but for their own good. We need such development for the benefit of world peace and progress. There is one further thought. Mr. Speaker. Can we. through the House Committee on Foreign Affairs. through foreign aid. set up some of these programs for the aid of these trust territory people in the technical trades such as we are doing in the Middle East for the Arab refugees?
