Mr. Speaker. the bill as developed by our Committee on Agriculture and approved by the House allocated 9.700.000 tons of sugar and based the participation n our sugar market on countrybycountry quotas. I point out to the House that of the more than 2 million tons allocated by the committee on this countrybycountry basis. changes affecting only 135.000 tons of these allocations were made in the conference. as the House conferees resisted the efforts of the other body to open all this tonnage for foreign suppliers. except the Philippines. on a catchascatchcan global quota system. This clearly indicates that the House committee made the allocations. in the bill it presented to the House. in a fair and reasonable fashion. At one time we could be safe and sure that we would have an adequate supply of sugar at all times because Cuba. which was 90 miles off the coast of Key West. always had an adequate supply available to this market.
