It might very well be that nothing can be done about it in the way of amendment to the bill. I called the Immigration and Naturalization Service and found that 3.038.304 aliens were registered in 1961. that in Hawaii alone there were 50.101. If these aliens had not been counted in the apportionment. we would have the equivalent of 7 or 8 more Members of Congress representing American citizens. I was surprised when I learned what the problem really was.
