I want to compliment the gentleman from Pennsylvania . as well as the gentleman from Virginia and the committee. for recommending the keeping of these funds in the bill for the Intergovernmental Committee for European Migration. the refugee and escapee programs. the United Nations Childrens Emergency Fund which was first put in the original Marshall plan bill on my amendment in the Foreign Affairs Committee with bipartisan. support. These programs have done wonderful work and the American people should be proud of their participation in these humanitarian activities of our United States foreign policy. I have seen these projects in operation on the spot. and have kept up with their activities to date. I want especially to compliment my good friends Tad Walter and Walter Besterman. legislative officer of the Immigration and Nationality Subcommittee of the House Judiciary Committee. for their constant interest and excellent work in the refugee and escapee programs. and their giving of highlevel leadership and United States representation with the Intergovernmental Committee for European Migration. They have not spared their time nor convenience in making the necessary travel to implement and plan for efficiency. in the monthtomonth administration of these programs requiring tact. knowledge. and diplomacy. In addition.
