Many thought that it would be a fine occasion to illustrate to the people of Mexico and Central America that the widespread Communist distortions about the treatment of the Negro race in the United States were false. for here were two outstanding Negro citizens traveling on a basis of equality with other white American leaders. The arrangements were completed and Reverend and Mrs. Phillips left for New York. where they were to meet with the others in the party. On February 21. in the middle of Brotherhood Week. and after a period of shillyshallying as to the true reason for a nonissuance of a visa to El Salvador. they were bluntly informed that they were refused visas to that country. This refusal was based on one reason and one reason alone. They were refused permission to visit for a 2day period the country of El Salvador.
