Mrs. Phillips. in showing her United States passport. wondered whether the El Salvador Government had decided that there were two classes of citizens carrying a United States passport and was bluntly informed that under chapter 3. article 25. section 14. of the migration law of that country. El Salvadors consular officers were prohibited from issuing visas on United States passports to persons of the Negro race. This applied as well to United States citizens who were merely in transit. The law of course goes further in stating that no person of the Negro race. regardless of nationality. could enter the country as an immigrant or as a potential permanent resident. Now. Mr.
