President. I should like to make an observation to the Senator from Mississippi. I realize that the course of action now being pursued is not in conformity with the usual procedure which we have known and recognized in this body. but it is equally true that the question of immigration and the adjustment of our immigration and naturalization laws have been with us ever since I came to the Congress. which has been a period of about 6 years. The Subject was discussed before I came to the Congress. I should like to ask the Senator from Mississippi if the staff of his committee is wholly unfamiliar with the provisions of the proposed amendment.
