Mr. President. other provisions in our bill include an amendment to the Immigration and Nationality Act to make the illegal possession of narcotic drugs. as well as the conspiracy to violate any narcotic law. additional grounds for excluding or deporting alien narcotic offenders from this country. The bill provides for the establishment of a central unit in the Federal Bureau of Narcotics to gather and maintain records on all narcotic addicts and violators.
