The bill to increase the number of visas authorized to be issued to eligible orphans under the Refugee Relief Act of 1953. and for other purposes. introduced by Mr. NEUBERGER. was received. read twice by its title. referred to the Committee on the Judiciary. and ordered to be printed in the RECORD. as follows: Be it enacted. etc.. That (a) section 5 (a) of the Refugee Relief Act of 1953 is amended (1) by striking out "four thousand" and inserting in lieu thereof "nine thousand". and (2) by striking out "ten years" and inserting in lieu thereof "fourteen years." (b) Section 5 of such act is amended by adding at the end thereof the following new subsections: "(d) Any visa issued under this section to any eligible orphan who has been lawfully adopted abroad by a United States citizen and spouse while such citizen is serving abroad in the United States Armed Forces. or is employed abroad by the United States Government. or is temporarily abroad on business. shall be valid until such time as the adoptive citizen parent returns to the United States in due course of his service or business. "(e) No visa shall be issued under this section to any eligible orphan adopted abroad under the laws of a foreign country by a United States citizen and spouse without the prior approval of the Chief of the Childrens Bureau. Department of Health. Education. and Welfare. in accordance with regulations prescribed by the Secretary of that Department after consultation with the Administrator of the Refugee Relief Administration. Such regulations shall take into consideration the purpose of this act to alleviate the urgent needs of these orphans." SEC. 2. Notwithstanding any other provision of the law. visas may be issued under this section to eligible orphans until December 31. 1959. [From the Eugene Register Guard of April 9.
