Some months ago I was on one of these national panels with Mr. Peterson. the Administrator of the Civil Defense operation. During the course of our discussion we were touching upon massive evacuation. Keeping in mind what the gentleman has just said with reference to the military defense and martial law. keeping in mind the experience of Western Europe over 100 years under enemy attack. keeping in mind the refugee evacuation problem and the fact that our great arteries. important roads and communication are jammed with hundreds of thousands of refugees. I wonder if the gentleman in his study of this problem with the military is giving attention to what may and undoubtedly would develop in the great centers of population in continental United States under enemy attack and how. under what circumstances and who would handle this appalling jam of military highways that are communication areas. this massive evacuation with or without control of civil defense or of the civilian refugees.
