Expansion of the market would open the way for a larger volume of imports without raising their share of the market. Even the latter. that is. increasing the share of imports in supplying the market. is provided for in the bill where the need can be established and where additional imports would not seriously injure domestic producers. The quota system. however. would not replace the tariff but would supplement it. Instances could no doubt be found where the tariff could be removed entirely and replaced by a quota but the bill does not now provide such a system of substitution. An impressive feature of the bill Is the incentive it gives to other countries to raise their wage standards if they want to increase their exports to the United States.
