Speaker. I rise to join my colleague from Massachusetts to compliment the distinguished gentleman from Ohio for his very able statement. I know him as one of the active and energetic members of the Committee on the Judiciary and one who in our recesses in the Congress here has taken advantage of the time to go abroad to study and to further educate himself on international programs and especially the functioning of our immigration system. I feel that he. as one of my colleagues on the committee. is to be complimented for the amount of time and work and effort that he has put in especially on all of those matters pertaining to the Committee on Immigration. Although he has traveled extensively. he has found the time to give us the benefit and value of his study and his thought and his recommendations and his suggestions. and he is to be congratulated for bringing back to us all of this valuable information as the result of his travels to these many countries that he has visited for the Congress of the United States.
