As the first official study of that relationship since the Constitutional Convention of 1787. it points out how we have departed in many respects from the original Federal system. but It shows that these departures. in view of changed circumstances. have been surprisingly small. The Constitution was written for a country that was sparsely settled. mainly agricultural. with no great cities. and with a homogeneous population almost entirely English in origin. Since then all of these circumstances have radically changed. A country predominantly agricultural has become chiefly urban. Some of the former farmlands are now among the most thickly populated areas on earth. And the homogeneous people has been diluted by heavy immigration from all parts of the world. Through all this. however. the FederalState relationship has remained. Its flexibility and adaptability have been demonstrated by the way it fits these changed conditions.
