Mr. Speaker. I hope before the end of the Congress it will be possible to secure changes in the Refugee Relief Act. which have been recommended by the President. It has been apparent since the beginning that certain provisions of the act presented great administrative difficulties and nullified some of its intended benefits. It is not only desirable. but urgent. that these deficiencies should be cured as soon as possible. and I hope that Congress will be able to take early action eliminating present legal impediments which are standing in the way of carrying out the intent of the original law.
