President. it was embarrassing and shockingthe administration. in order to make the record a little more palatable to the American people. has come forward with 10 proposed amendments. I pledge my wholehearted support to those amendments. In fact. I think we should make more amendments. in order to improve the law. But those 10 amendments in themselves would make the law a much more efficient and much more effective piece of legislation. Then. Mr. President. if we can imbue into the administrator of the law the spirit of the Refugee Relief Act. if we can imbue into him "dynamic conservatism"-and I place quotation marks around that phrasewe shall obtain better administration of the act.
