I may remind the Senator that the Democrats led the fight against that legislation. If we had had one more Republican vote. we would have sustained the Presidential veto. but we did not have that vote. We have had a lot of loud talk about the Refugee Relief Act. and very little action. I say it is to the credit of the administration that it is willing to recognize the need for 10 amendments. I may assure the administration officials that they will get real bipartisan support for those amendments. I regret. however. that the administration did not have the good will or the good sense to support proposals which already have been introduced. but instead. has condemned and criticized the law.
